INCENTIVES UPDATE | Italian Ministry of Labour notices of 9 and 16 May 2025
In May 2025, the implementing decrees and INPS process made the Youth and Women bonuses under the 2024 Cohesion Decree (Decree-Law no. 60/2024) operational. Employers could begin submitting applications through the social-security portal.
The measures offered contribution relief for specified indefinite hires, subject to personal, territorial, temporal and state-aid conditions. In some cases the employer also had to demonstrate a net increase in employment.
A foreign employer may receive an attractive cost estimate without seeing the assumptions underneath it. If the candidate or contract falls outside the conditions, the incentive may be denied or recovered while the employment commitment remains unchanged.
Before signing, the employer should obtain confirmation from payroll, preserve the evidence supporting eligibility and model the full cost after the relief expires. The contract should fit the role independently of the public subsidy.
