The Ministry Explains Italy’s New Employment Rules

MINISTERIAL GUIDANCE | Circular no. 6 of 27 March 2025

On 27 March 2025, the Ministry of Labour issued Circular no. 6 explaining the principal measures introduced by Law no. 203/2024, the so-called Collegato Lavoro.

The guidance addressed resignation inferred from prolonged unjustified absence, probation in fixed-term contracts, seasonal work, remote conciliation and other changes. It clarified procedures but did not remove the need for case-specific analysis.

International employers should be wary of treating a new statutory route as an automatic shortcut. An absence case may involve illness, protected leave, disability or an address and communication problem. A probation clause may fail if its duration or duties are not properly defined.

HR teams should revise contract templates, absence escalation protocols and settlement workflows. The responsible local adviser should be involved before a new rule is used for the first time, when procedural mistakes are most likely.
