IMPLEMENTING UPDATE | Ministerial Decree no. 132/2024
Ministerial Decree no. 132 of 18 September 2024 defined the application, content, suspension and recovery mechanics of the new construction-site credit licence.
The decree translated the statutory concept into an operational system administered through the Labour Inspectorate. Credits are connected with compliance and may be affected by serious safety events and final measures.
For international businesses, the compressed implementation period made advance coordination essential. A contractor may be commercially appointed yet unable to work if its licence, equivalent documentation or declarations are incomplete.
Companies should add the licence to mobilisation checklists and nominate a person responsible for verification. Evidence should be retained with posting and safety documentation, not scattered across procurement and HR systems.
