The Construction-Site “Credit Licence” Becomes Mandatory

HEALTH AND SAFETY UPDATE | Article 27, Legislative Decree no. 81/2008

Italy’s construction-site credit-licence system became operational on 1 October 2024, as Article 27 of Legislative Decree no. 81/2008, was amended by Decree-Law no. 19/2024. It applies broadly to businesses and self-employed workers operating in temporary or mobile construction sites, subject to statutory exclusions and equivalents.

The licence begins with a credit balance that can be reduced following specified safety violations. Operating without the required title may lead to sanctions and exclusion from the site.

Foreign contractors are not outside the framework. Depending on their country of establishment, they may need an equivalent document or to follow the Italian procedure. The Italian client also faces practical disruption if a key contractor cannot lawfully enter the site.

Site onboarding should include licence verification, continuing monitoring and a contractual duty to report changes. Procurement teams should coordinate with the site safety structure before work begins.
