Italy Introduces a New Youth Hiring Bonus

LEGISLATIVE UPDATE | Article 22, Decree-Law no. 60/2024

Decree-Law no. 60 of 7 May 2024 (the so-called “Cohesion Decree) introduced a Youth Bonus for qualifying indefinite hires and transformations.

The measure focused on workers below the statutory age threshold (i.e.: aged 35 and younger) who had not previously held an indefinite employment relationship, subject to exclusions and implementing conditions. Enhanced relief was contemplated in specified southern regions.

A candidate’s CV may not establish the legal test. Previous employment in Italy or abroad, apprenticeship history and transformations may require a more careful check.

Employers should obtain employee declarations, verify available records and model the post-incentive cost. The employment contract should not contain language making agreed salary conditional on public relief.
