Italy Adopts the “Family Act” Delegation

LEGISLATIVE UPDATE | Law no. 32/2022

Law no. 32/2022 was adopted on 7 April 2022, delegating the Government to develop an integrated framework supporting families, parenthood and the employment of women.

The statute covered parental leave, incentives, childcare, flexible work and measures intended to reconcile professional and family life. It operated as a delegation, so not every principle became an immediately enforceable workplace rule on publication.

International employers need to distinguish policy direction from operative entitlement. Announcing a change too early can create employee expectations, while ignoring the delegation can leave contracts and systems unprepared for the implementing decrees that follow.

HR should track the implementation timetable, compare global family policies with Italian statutory categories and identify payroll or system changes in advance. Local managers should receive updated guidance when each operative measure enters into force.
