A Single New Framework for Workplace Safety Training

HEALTH AND SAFETY UPDATE | State-Regions Agreement of 17 April 2025

On 17 April 2025, the State-Regions Conference (for a general insight, check https://joblaw.it/italy-publishes-the-new-unified-safety-training-agreement/) approved the new agreement on the duration and minimum content of workplace safety training.

The measure consolidated several earlier agreements and established a more coherent framework for the principal statutory roles. One major development was the dedicated training requirement for employers, alongside revised rules for managers and supervisors.

In multinational structures, the person described as country manager may not necessarily be the statutory employer for safety purposes, while another executive may exercise the relevant powers in practice. Training cannot be allocated correctly until governance is clear.

The Italian entity should first identify the statutory roles and delegated powers, then align courses, updates and records. Board resolutions, powers of attorney and the operational organisation should tell the same story.
