Decree-Law no. 19 of 2 March 2024 responded to serious workplace-safety concerns with stronger enforcement and a new construction-site credit licence.
The system links the ability to operate with a credit balance and specified compliance requirements. It also increased sanctions and scrutiny concerning undeclared work and contracting arrangements.
For international businesses, the key question is factual: who will enter the Italian site and what will they do? A sales contract may conceal installation, supervision or manual activity requiring a different compliance route.
Businesses should map contractor chains, identify the direct employer of each worker and include safety, posting and licence checks in the project timetable. Last-minute site mobilisation creates both legal and commercial risk.
