Italy Signals a Stronger Response to Contractor Safety

POLICY AND LEGISLATIVE UPDATE | Government measures announced February 2024

On 17 February 2024, the Government announced a package of workplace-safety interventions that would shortly be included in the PNRR Decree.

The policy focused on more effective risk-based training, stronger inspections, action against irregular work and qualification of businesses operating in construction sites.

International companies sometimes treat safety as the contractor’s sole responsibility. Italian law already required cooperation, coordination and verification in many contracting situations, while Article 2087 of the Civil Code imposes a broad protective duty on the employer.

Businesses should review contractor selection, subcontracting visibility and interference-risk documentation before a project starts. A low bid is not commercially attractive if the provider lacks the organisation or training needed to work lawfully.
