LEGISLATIVE UPDATE | Law no. 56/2024
In April 2024, Parliament converted Decree-Law no. 19/2024 into Law no. 56/2024, confirming the construction-site credit system (or “Credit Licence”) and other labour-enforcement measures.
The licence was designed as a compliance-based title for businesses and self-employed workers operating in temporary or mobile construction sites, with credits affected by specified violations.
The rule reaches beyond construction companies. Manufacturers, technology providers and foreign contractors may enter an Italian site for installation or commissioning and fall within the operational perimeter.
Procurement should classify the planned activity, verify contractor status and build the future licence requirement into mobilisation documents. Safety and posting checks should be coordinated rather than performed in isolation.
