The “Cohesion Decree” Becomes Law

LEGISLATIVE UPDATE | Law no. 95/2024

On 4 July 2024, Parliament converted Decree-Law no. 60/2024 into Law no. 95/2024, confirming employment and self-employment measures funded through cohesion policy.

The package included contribution relief for qualifying indefinite hires of young people and disadvantaged women, with territorial and temporal conditions and later implementation requirements.

The existence of a statutory incentive does not mean it is immediately usable. EU state-aid approval, implementing decrees and INPS instructions can affect timing, while employee status must be documented.

Businesses should maintain an incentive tracker distinguishing enacted, approved and operational measures. Hiring papers should not promise a net saving until payroll confirms that the application route is open.
