PUBLIC-HEALTH EMPLOYMENT UPDATE | Decree-Law no. 111/2021
Decree-Law no. 111 of 6 August 2021 introduced Green Pass requirements connected with schools, universities and transport as Italy prepared for the new academic year.
The measure applies directly to specified personnel and access situations and becomes part of the rapidly developing national certificate framework. It requires coordination between the formal employer and the institution controlling the premises.
Contractors and service providers cannot assume that their own workplace policy resolves access to a client site. At the same time, the client should not demand medical documents beyond the official verification mechanism.
Businesses should map employees assigned to regulated sites, clarify contractual responsibilities with the client and authorise only trained personnel to verify certificates. Health information should remain outside ordinary attendance and performance records.
