MINISTERIAL GUIDANCE | Circular no. 19 of 20 September 2022
On 20 September 2022, the Ministry of Labour issued Circular no. 19 on Legislative Decree no. 104/2022, following the decree’s August entry into force.
The guidance addressed the content and timing of information owed to workers, including variable schedules, training, paid leave, probation, social-security institutions and the applicable collective framework. It also discussed limits on incompatible parallel employment and transition to more predictable work.
International contract templates often contain concise global clauses and leave local rules to policy. The Italian regime required a more structured information package, but excessive duplication could make documents harder to maintain and increase inconsistency.
Employers should use a coordinated contract and information annex, identify reliable statutory or CCNL references and assign responsibility for updates. The employee should be able to understand the actual arrangement, not simply receive a bundle of legal text.
