LEGISLATIVE UPDATE | Sports-work reform effective from 1 July 2023
In June 2023, the Government finalised the implementation and simplification measures for the sports-work reform scheduled to become effective on 1 July.
The reform distinguished sports workers from volunteers and regulated subordinate, self-employed and coordinated forms of engagement. It also introduced social-security, insurance and communication obligations, with dedicated administrative channels.
The label traditionally used by a club does not determine status. Actual duties, continuity, control and remuneration remain important, and support personnel may fall outside the special category altogether.
Sports organisations should map every paid role, choose the appropriate contract and coordinate payroll, contributions and safeguarding obligations. Legacy arrangements should be reviewed rather than automatically rolled into the new season.
