The DPCM of 27 September 2023 programmed legal work entries for non-EU nationals over the 2023–2025 period.
The decree allocated quotas among seasonal work, non-seasonal employment and self-employment, with implementation through specific filing dates and administrative procedures.
A planned quota is not an open work authorisation. The employer must have the appropriate Italian structure, role, salary and documents, and the worker cannot simply start while the application is pending.
International employers should align immigration, employment, payroll and tax planning before the application window. Candidate communications should explain that the start date depends on authorisation rather than a commercial target alone.
