The Budget Law for 2025 was approved at the end of December 2024 (Law no. 207 of 30 December 2025) and introduced measures affecting employment income, family support, contribution relief and benefits.
Italian net pay can change significantly without a corresponding change in gross contractual salary because tax wedges, exemptions and benefit thresholds operate outside the core employment bargain. Temporary measures may also expire during the relationship.
International employers should avoid promising a fixed net result unless a gross-up has been deliberately agreed. Benefits designed under another country’s policy may be taxable in Italy or require different payroll treatment.
Compensation letters should state gross amounts and identify discretionary or tax-dependent benefits. Payroll modelling should show the ordinary position as well as the temporary 2025 treatment.
